No display output

Brand new pc build specs are: 

15 13400f

RTX 3070 Ti

ASUS Prime B660M-A D4

G. Skill Ripjaws 32gb ddr4 4000mhz Cl18

The pc powers on but there is no display, I've tested the gpu in another rig and it displays fine, I downloaded the latest bios to a flash drive but there is no signal, I, tried gpu dp, gpu hdmi, motherboard dp, and mother board hdmi

That BIOS doesn't support BIOS flashback, so unless you get an old CPU to use to flash the BIOS it likely doesn't work with that board. 

 

Also the 13400F doesn't really work with memory frequency above ~3600 at the best. If this is an option, return that CPU and just get a 12600K(F) instead, the price is almost certainly the same or cheaper, would work without a BIOS update, has a better memory controller, and because it's clocked higher it performs a bit better as well.
