Yeah, it's ebay, they have some of, if not the best buyer protection that you can find. Those listing should be fine but in the rare event they're not, you file a claim with eBay and get you money back. 

Hello, I am wanting to upgrade my pc, and i have a budget of 500-600 USD. I threw this list together, and would like some feedback, especially on the GPU. How reputable is the XFX brand? Also, I don’t really play AAA games, most demanding game i really play are games like Rust and Satisfactory, and not having to run them on minimum settings at 30 fps would be nice.

They've been in the game for quite a while. Most of their cards are pretty good, I'd be perfectly fine with one of their cards in my daily rig. 

 

As for the actual list, you should be able to get something a fair bit better if you redo it using some used parts. You should be able to easily get a 1070 in there instead of the RX 580 if you buy used, and R5 3600s used should be well under $100 at this point, same with motherboards to pair them with.

There are many XFX RX 580s on ebay for <100, can they be trusted, or is it just mined cards or scams? How does the 1070 compare to the RX 580? Thanks

Edit: for cards like this, where they were mined on for many months, their overall condition would be degraded from the wear and tear on the silicon, right? https://www.ebay.com/itm/275726740389

They're likely mining cards. They're probably fine assuming that you can get the stock VBIOS back on them, but it's just something to be aware of. 1070s are something like 25% faster than the RX 580 and are pretty easy to find for ~$120
