so it seems i have fixed most if not all other problems i have had except the reboot loop.

i just cleaned/wiped my ssd and reinstalled windows through a NTFS or FAT formatted usb idk tbh i formatted it to ntfs but it said FAT on the pc.

cpu isnt overheating anymore, fans are spinning, new thermal past and the SSD is recognized.

it did go into desktop untill i put the wifi dongle in and tried downloading chrome from explorer and now its in reboot loop again.

i feel like it might have something to do with the wifi dongle since it ran fine offline for a couple of days untill i used the wifi dongle (cpu was still hot but it ran without any other problems)

im completely lost atm and need any help i can get it and since the wifi dongle is the only source of wifi i have for the pc and the cleaned ssd i have nothing on it.

pc specs.

cpu: i7-4790k

motherboard: asrock c266 ws

gpu: EVGA gtx 1050 ti

ram: 32 gb

power supply: cooler master GX 750W bronze

(sorry if my english is wrong)
