Idle temp can fluctuate, my 5900X has been known to hover between 36C and 55C at idle using quieter fan settings. 90C is a bit warm -- this is where most Zen 3s start throttling. If memory serves, 5800X, 5900X, 5950X throttle at 90C, 5600X throttles at 95C. You may have an airflow problem, or just need to crank up your CPU cooler fan, maybe tweak your fan curves.

 

Case and fans are important for cooling. What is your setup?

You're idling at 46C-54C then, which isn't terrible. The 90C is your MAX, but you're definitely pushing the limits here. My 5900X usually peaks around 70-72C, sometimes 75-85C running hard. I run a Scythe Mugen 5 Black Edition with six 120mm Corsairs in a Fractal Pop XL Air.

 

What case do you have? Which cooler? Which fans, how many, and how are they oriented?

my case is AEROCOOL AEROPGSSTREAK-A-BKRG PC case ATX Aerocool STREAK RGB USB 3.0 - DOUBLE RGB STRIP 1x80mm FAN 
fan of 80mm air flow from outside to case and cpu fans flowing from 80mm fan to outside case. Maybe I should change my case ? because I guess is not big enough for good  air flowing

yeah so that means you have bad airflow  - get a better case with front mesh and 3 1200mm fans front 1 at the back... 

 

you can also get away with a matx case with two fans in the front/1 back, if you'd prefer that, but make sure its actually a mesh design.

I change my case and got same temp but with higher frequency of 4591 so I enable pbo and run test of stability in Cinebench and after half of hour get this temp, however just started test it was about 84-87 temp just after half hour its rise to 90 and frequency  it seems normal. I got score 15432 pts in Cinebenc. So its this okay now ?

That’s fine for that cooler, I assume gaming ur in the 60’s which is fine

 

thats a poor cooler for that beast but it’s not terrible and nothing to worry about, nothing will break
