Depends on your target resolution, workflow, and the amount of effects do you use. 16 should be fine for light editing and standard color correction via premade LUT or using proxy clip/low resolution, but that can change to "whatever i can afford with all my money" if your workflow demands more.

Having one in the first place for footage is already a game changer especially on initial load of a project, you dont need to chase for the latest and greatest unless you know your work demands a high random I/O like in the case of a high bitrate, ultra high resolution video.

20w allows it to clock higher, so not only a boost in core count, but a boost in clocks. 

that said, xps 15 vs xps 17 is not the same, one is 15 inchs, one is 17 inches. That is a big hit in portability. 

If they were configured to be the same wattage, the 3050 would actually clock higher because it can have more watts per core.

Just personally came to say that a 3050 Ti and $500 more sounds so disgustingly gross.

no, the 3050ti regardless of wattage has higher core count. I see I misread that and assumed you were comparing a 40W 3050 to a 60W 3050ti.

Some really bad math ahead

3050 mobile @ 45w - 2048 cuda cores @ 1065-1343Mhz = 2.181 Million = 100%

3050 mobile @ 60w - 2048 cuda cores @ 1237-1500Mhz = 2.533 Million = 116%
3050ti mobile @ 60W - 2560 cuda cores @ 1222-1485 MHz = 3.128 Million = 143%

As configured, assuming no thermal throttling the 60W 3050 is 16% faster then a 45W configured 
As configured, assuming no thermal throttling the 3050ti is 40% faster. This comparison only sort of works because both are GA107. Generally it is unwise to compare GPUs like that without limiting all other variables.
these numbers also assume the core is the bottleneck in the equation. (which it probably is, you have 192.0 GB/s of memory bandwidth, more then enough for this core speed to not be starved)

HOWEVER, like I said, the xps 17 is... larger, by a lot. bigger screen, more watts for the GPU, pulls more watts per hour meaning less battery life. Battery may scale with the increase in chassis size to accomidate and negate that point, but now its an even heavier laptop.

If I understand this correctly, GeForce RTX 3050 4GB GDDR6 40 W from XPS 15 vs. GeForce RTX 3050 4GB GDDR6 60 W from XPS 17, the latter has 20 more watts just cuz XPS 17 is a bigger laptop, the increase is just proportional, not necessary MORE watts ??

the 15 inch to 17 inch has little to nothing to do with the wattage configuration of the parts inside in this context. Im not sure what you mean by not necessarily more watts, as that litterally is what the configuration is, a power limit, aka a limit to the wattage its allowed to pull.

so long as its not thermal throttling that is the configured target power when the card is loaded. Under load, assume the GPU is at or near its target power. There may or may not be a different target when on battery out of the box, and you as a user can to some extent fiddle with. You wont be able to go higher then the OEM configured power target without shinanagins.

How much does the one with the RTX 3050 Ti cost? I have a Lenovo Legion 5 Pro and game at 2560x1600 with an AMD 5800H, 16GB RAM and an RTX 3070 140W, that wattage on the GPU plays an important part in gaming as I've seen laptop with RTX 3070 with just 100W.
