1. Every CPU is different, you may have a great overclocker, or a terrible one.

2. That CPU is probably not going to get to 4Ghz, not unless you give it a massive amount of voltage. (That means heat, allot of it)

3. What cooling do you have, if you are using the Intel stock cooler, then you may want to reconsider.

4. What motherboard and PSU do you have. We basically need to know the full specs.

5. Copying the settings from another users BIOS will only guarantee an unstable OC, every OC is a little different.

If it isn't working absolutely perfectly, according to all your assumptions, it is broken.

920's hit 4ghz regularly actually . 

 

their are a few guides out there you can use. follow them closely and you will get good results typically. 

 

Get a decent air cooler to start with "minimum" and good airflow in your case. 

 

what is your configuration? mem speeds ect?

Few key steps you need to remember -

1:Uncore needs to = 2x your memory speeds 

2:Alot of people end up at QPI PLL VCore ( 1.325) and CPU VTT Voltage ( +300 )

3:I suggest you start with low memory multi to keep your memory from being highly clocked when you first hit 200 Bclock to make sure the CPU is stable and not the memory having issues . also suggest you run the mem @ 1.65 v minimum it may make you run 1.64v which is fine do this just to be sure its getting enough voltage. 

 

follow  the guides not every mobo has the same termanology so keep a eye on that. 

once your CPU seems stable set the memory too the Recommended speeds by increasing the strap on it and then make sure your timings ect are correct before applying it. 

 

@ 200bclock 1600mhz mem is a standard speed easily set.
