I have had this system for about 2 years now, 3800xt 32gb of ram 5700xt and an Asus prime mobo. Last night I decided to pull my CPU out and replace the thermal paste. Now when I turn my computer on it is getting to the bios splash screen but won't let me hit f2 to actually go into the bios

Did you physically remove the CPU from the motherboard when you replaced the Thermal paste?

You might have broken some pins on the CPU or gotten something in the CPU socket itself on the motherboard.  I would try to reseat the CPU again to see if that works, cause the only variable you did was remove the CPU.

Try your keyboard in a different USB port, USB 2 if you have one on the case or board. If that still doesn't work it's highly possible the CPU needs to be reseated again. Did you reseat any other parts besides the CPU and cooler while you were in there? Depending on the cooler you have mounting pressure can play a factor as well. I only say the CPU may need to be reseated because due to the AM4 socket when you remove a cooler from an AM4 CPU it can sometimes pull the CPU out of the socket either all of the way or just enough to where some pins may not be making contact and if you didn't reseat the CPU or lift the retention bar and make sure it's properly seated before re-mounting the cooler it could be not making a proper connection, if you didn't do that I'd say it's the most likely culprit.

The Thermal Paste on the pins are not going to help either. With the NH-D15, screw until it stops. That is the pressure you need.
