PC won't Boot up

PC was starting to boot up very slowly ( hold power button for over a minute) 
Then one day nothing worked. So I assumed it was my 10 year old Power Supply since it was the oldest part of my build by far
Got a new power supply and when I turn it on only the gpu fans spins and nothing else 
( my prefierals do all light up) 
Capacitors looks good nothing leaking, just some light dust 
Any ideas of what could be the issue, or if I'm just doing something wrong .

Amd Aorus 580 

Am4 Aorus Gaming k7 

2× 8 GB ripjaws

Aorus ap 750 powers supply 

1TB WD Green 

1 TB WD Black 

500 GB Samsung Evo 

Motherboard shows a 00

Update 

I took the battery out of the motherboard 

Got the case fans now spinning  along with the GPU fans but still nothing from the CPU 

I'm seeing a 00 code still
