The 1660 Super is significantly slower than the rx 6600, and especially the rx6600XT. It also is roughly as powerful as a 1070, which you can get for a decent amount cheaper on the used market. I don't know what your budget it, but I recommend the RX6600XT or the RX6650XT

Depends on what you want to do with it, but I don't see a huge issue with the pairing, at least at 1080p.
You won't be able to use the whole bandwith (the GPU is only PCIe x8), but the performance loss isn't huge, only a few frames.

A 3060 will provide the same performance for more cost, I would go for the rx 6600XT. Used mining cards go for cheap, and so long as you buy from a seller that is reputable, and you ask about what they did and the seller is honest, you are fine. I have purchased 2 of these for my friends, and both of them work perfectly, neither friend has had any issues.
