The 1660 Super is significantly slower than the rx 6600, and especially the rx6600XT. It also is roughly as powerful as a 1070, which you can get for a decent amount cheaper on the used market. I don't know what your budget it, but I recommend the RX6600XT or the RX6650XT

Depends on what you want to do with it, but I don't see a huge issue with the pairing, at least at 1080p.
You won't be able to use the whole bandwith (the GPU is only PCIe x8), but the performance loss isn't huge, only a few frames.
