if i put usb boot on top of boot oder so when i plug in my linux drive and reboot it will boot linux first how will it efect booting off nvme or will it run the same

Depend on BIOS setting. (Assume you don't have additional features like fast boot enabled)

The bios goes down the list to see if there is boot partition.

If no USB detected the NVMe should boot just as fast.

I should only boot from USB if there is a bootable USB medium

I will find your Laptop thread and I will recommend an ITX build instead
