Just build new pc and it runs pretty loud and hot i have r7 5800x and 3070 ti and Noctua NH-U12S chromax.black on lian li lancool ii mesh c i wonder what i did wrong its like 40-50celcius on iddle and jumps up when i game and my fans spin like crazy and its too loud for me i will upload pics here when i can

just shutdown the system and have a quick double check on the fan mounts. ensure that they are correct and that the tension is correct. 

if  it is just built and you still have some thermal paste from noctua that came with the cooler you could consider a remount. dont need much paste but it must be spread nice and evenly over the entire surface of the CPU. Also when mounting try not to lift it in any way as a tiny bit of air can get there. A gentle sliding twiisting move is fine but do not lift and plonk straight back down again.
