Solid red CPU light after successfully booting bios

I replaced PSU, cleaned my pc and reseated everything, including CMOS. I tried to boot it for the first time and it ran for about 5 min before it shut off. I went into bios to see what's going on and noticed my CPU was reaching 80°C. I changed the CPU pump fan to DC and tried to save and reboot but it gives no video output with solid red CPU light.

I done this multiple times where I go to bios attempt to save my CPU from getting grilled, click save and reboot... Then red CPU light.

 

Specs;

B450 Tomahawk

Ryzen 3700X (AIO cooling)

GTX 1080Ti 

4x8GB 2400MHz Corsair RAM

M.2 with the system on it

1TB + 2TB HDD

HX750 Corsair PSU

 

I tested the CMOS battery with a multimeter and it showed about 2.88V. 

 

I do not know how to get rid of this red CPU light, this feels like a catch 22 and it's driving me mad.

If you are reaching 80c with your AIO connected, maybe the AIO is the problem?
