this is an example of msi bios i get online...

 

what seems to be the problem here

You have your ram set to 3200 mhz, not auto.

I'm not actually trying to be as grumpy as it seems.

I'd be more suspicious of the RAM. IIRC Dell was using Kingston Fury RAM in their prebuilts for a while that ran at 3200 JEDEC, and it's possible you got one of those kits. Head into Windows, download and open CPU-Z, and head to the SPD tab. See if there actually is an XMP profile present in there, or if it shows nothing but JEDEC. If there is an XMP profile, it's probably the board/BIOS revision being weird, but otherwise it's the fault of the RAM.

odd...yesterday i open cpuz it show dual in channel section...now it shows 2x64bit...anyway this is my spd section..is there anything wrong with it?

2x64bit and dual channel are the same thing. 

 

That's the memory section, what the memory is currently running at, not the SPD section which tells what the memory is rated to do. Head to the next tab over.

That spec sheet is for a different kit. Gimme an hour or so, I'm pretty sure I've got that exact DIMM in my basement that I can double check to make sure that it doesn't have any XMP profiles on it. 

 

If the kit has an XMP profile on it, it would show up where it says "JEDEC #13"

That's the kit I've currently got in my system, and if you look, instead of saying "JEDEC #" it says "XMP-4404" for the actual XMP spec the kit is rated at.

i see..that a bummer...can i not use xmp and set the frequency to 3200 manually?...guess ill need another ram

You can just set 3200MT/s manually, that's fine. It should actually default to that frequency, it just won't have the tightest of timings at that frequency. If you want to do some more manual overclocking though, that kit should still clock to 3200 CL16 with ease, and honestly I'd be surprised if you can't get 3600 CL16 or better.

Those instructions are for an older UEFI menu / layout.

Your A-XMP profiles are RIGHT THERE, on the top.

Click on those.
