Other details A buddy of mine wants to get into gaming he's using a potato at the moment he gave me a 1000 budget to figure somthing out but I'm trying to see if I can go ahead and get him on the DDR5 platform but keep getting stuck being a few over budget any ideas

Why exactly do you wan't him to go ddr5? The current price to performance ratio is kind of a joke, and not budget friendly at all.

You can get a way better machine with DDR4, the motherboards are cheaper and the ram can cost 100 dollars less, that money would be better allocated towards a better GPU/CPU which would make much more sense for the usecase.

@Alinzis correct. On that budget you cannot push for the best.  You have to settle for marginally older tech that your friend probably won't notice. No rgb, either. 

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.
