Where I live I can get an older NUC for under 200USD .. can it play simple games YES can it Browse YES canit launch cyberpunk and go mad NO

but I really think trying to upgrade such an old PC is money wasted when compared to new tech from even say 3 years ago. if you could find an old stock items as a NUC with a warranty you would be good to go for a very low end price.

Not pushing NUCs as they are limited in most use cases but the use case for your Gran it is such an easy low cost solution. The only hurdle is finding one that fits your budget.

What case and psu?

 

Really, as others have said, your granny doesn't need anything expensive or even current. If you can use the case and psu, and case fans, then it's that much cheaper. Any old computer that a store is desperate to get rid of, but has good reviews as long as the internet parts are fairly speedy, and the case isn't like the Dell Alienware RS13, she should be content. 

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.
