Download bottleneck while uploading

My download speed of 100 Mbps is bottlenecked at 1-2 Mbps while maxing out my upload speed of 20-25 Mbps. Is there any way to fix this on my PC? Or is this a router problem?

On what? Cable or DSL?

 

If you saturate your upload limit, your download speeds will suffer. That is expected.

 

To fix this, you can...

1. Upgrade to a higher speed tier package from your ISP or choose a "business-grade" package if uploading is important to you.
2. Limit the applications to use less than a certain amount of your upload limit. For example, 80% of your maximum.
3. Activate QoS or any other traffic management protocol in your router to give priorities to certain types of traffic so your download speeds don't suffer.

Cable, and how would you limit file explorer's onedrive upload speed? A random windows file was corrupted a couple days ago, and I don't want to lose my BOTW save file.

It's bufferbloat on your line. You can get a better router and use some bufferbloat mitigation techniques.
