Being pedantic, that IS a PC fan plug, just not the one we usually have on ATX Motherboards.
I have one of those on my GT 520 (bought for ~5€), I would expect it to just take 12V and that's it, it'll always run at full speed, likely quite loud. You could cobble something together do change the voltage, but I'd advise you to just buy another fan.
