I don't know what labview is specifically, but typically the runtime is what is used to actually execute software in that environment (for example to run a java program you need the java runtime) and the development environment is what you need to create software (for example debuggers, IDEs, and other tools to write software) usually if you want to write software you need both, but if you are just trying to run software you just need the runtime.
