Looks decent,

 

the CPU cooler could be better, by the very least a Noctua with 2 fans instead of 1

 

also things like, does the new case need fans or does it have it's own?

 

Another thing I'm not sure of is the 5400RPM HDD.

Supposing you need a high capacity HDD I let the 5400 HDD...

I don't like much the 7600, only 6 cores, it's meh compared to a 13600K... So I'd get at least a 7700

Then you could get a better board, cheaper cooler, and cheaper fans (and even more of them 🙂 )

In Europe the 7900XT is badly (over)priced, imo the 4070Ti is overall preferable 

And I like Phanteks cases 🙂

If the HDD is for data backup, that's fine. If you need a secondary game, especially since gaming uses up a lot of storage, get a second ssd to install games to, too, but don't use the HDD as a secondary drive. 

 

When it comes to cases, how it looks isn't important; whether it provides great ventilation options and can hold everything you want is. If you're planning to get a hot swap or dvd/Bluray, make sure there is an actual bay for that or you'll be forced to buy external drives. 

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.
