I'm kinda confused; new PC (assuming prebuilt) and you cannot get into Windows or something? Is there already an OS installed and you just can't get pass the MSI logo?

can u get into bios?

if so make shure that the first boot device is set to USB

I build it, I can get into BIOS fine, everything is showing, trying to install OS.

Going off that, I would try another USB thumb drive that has been formatted and created an Windows installer from on another computer.

I have tried that, also reseated ram and CPU.

Try updating the BIOS? Also, does the Samsung SSD show up in the BIOS?
