Shimmering and ghosting while gaming.

Hello everyone i feel like im going crazy

for a while i noticed that when playing games everything looks kinda dirty or shimmery especially when i move.

on top of that i keep noticing a "ghost" of whatever im playing as especially when moving on top of dark or poorly lit surfaces.

i thought it was my panel (hp25mx) but to confirm that i recorded a few seconds of gameplay and moved it around my other devices (phone and a laptop) and somehow the effect is present there too precisely as it was on my monitor.

so now im thinking my GPU is actually rendering stuff that way.

i attached a small video of stray, if you look at the little drone its leaving a trace behind it as it moves.

i already used UFO ghosting test to reduce my monitor response time to the correct one, it was set at the max and was ghosting big time, its almost perfect now in the test but barely changed when playing games.

the game was locked at 60 fps with vsync on.

do you see it? wtf could be the cause?

any help would be greatly appreciated.

more info that might not be necessary:

i recently changed my GPU i had a GTX 970 and moved to rtx 3060 ti the effect was present of both cards.

monitor is connected through DP port to my GPU.

hardware:

intel 4790K CPU

16 GB RAM 1600

game is on SSD

3060 TI GPU
