Games, programs or workloads that it will be used for: Mostly gaming, most demanding one that my friend wants to run being Elden Ring, and they play a few comp games as well.

Why an expensive cooler for a cheap crappy CPU and other really cheap parts?  Lower the cooler and get a 5600 at minimum.

 

And no, don't pay for Windows.  Either Ebay a key or leave unactivated.

 

Get at least a 1TB of SSD space too.  

 

Should work out from saving on Windows. and CPU Cooler.

Yo, maybe don't dump on people for not having money? And the 5500 is not exactly crappy. Would do perfectly fine at 1080p. I have a friend who would play plenty of games at 1080high with 60 locked on an 8100 til just last year and this is three times the CPU that is. 
That being said, yeah, save the hundo and use the stock cooler. If you wanna upgrade to R9 down the line, grab the cooler then.

And honestly the rest of your parts are reasonable. I'd bump the SSD to 1TB and swap that fan for the less expensive, quieter, and better performing Noctua NF-P12 redux-1700 PWM

Ryzen 5 5600 on the stock cooler is far superior to Ryzen 5 5500 with an expensive Noctua cooler. Also RTX 3070 for $570 is a ripoff. You could get an RX 6800 for around $500 that's 10% faster and you might even find a 6800XT that's 25% faster than the 3070 for that $570 or so.
