Artifacting crazyness

Following off an old thread 

My computer keeps crashing whenever I try to load games or certain games. But it works fine under normal mode like watching YouTube. 

I swapped out all the components in the computer including the SSD and the power supply, the motherboard and the ram.

 

Upon changing the SSD and reinstalling Windows the issues of crashing no longer happened... It's been about 2 weeks since and however the issues have returned.

 

I keep getting a WHEA error and the picture below is the results of a blue screen on a secondary monitor. This issue only happens when I'm loading up video games. Weirdly it does not happen often or at all when I'm doing a benchmark. 

 

Is this pure artifacting and does that mean the graphics card is dead? 

 

For reference I have a 3080ti

Asus z390 e gaming

9700k

Corsair 3600mhz 64 gb

New Samsung Evo 215 m.2

850w psu evga

 

Does anyone know if Nvidia will give warranties or will help fix this for a fee?

Given that level of artifacting, I would say the card is likely dying or has something very wrong with it.

I would DDU and reinstall drivers. that could also be DP cable or monitor.. if you have a different one try that one.

Why you think it's a driver issue? I've literally replaced every other component on the computer. Even installed Windows again so there's no reason to think the issues any longer software.

well.. process of elimination.. if you have replaced everything else, your stuck with a bad GPU....  but.. i wrote that as i didn't know you tried different DP cables. i've seen these "artifacts" from broken monitors and DP cables too. and it's cheaper to swap those to eliminate the problem source.  i assume your DP cables are new ver. 1.4 too.
