I would recommend a better CPU cooler.

Have you tried turning it off and on again? Maybe Restart it?

To add on to the whole psu thing, the red devil ultimate is an xtxh card which is good if you want to mess with gpu oc, and they can draw a lot of power if you tune them correctly. If you're not planning to oc then the one you have now should be fine
