Windows Update will not down

So, the attached screenshot is how my windows update has been for the last week or so. To give background, I'm currently overseas from NA, using internet provided by Babtel on a US Government contract for us here. This situation started while I was using a VPN (Surfshark) but has persisted with the VPN off. The troubleshooter just tells me that there is a problem detected but no solution and Microsoft's website is of no help either. Has anyone encountered basiclly stuck updates and resolved the problem? I have settings to allow for updates over metered connections and this connection is not set as metered anyway. It also persists when I try to use my phone's hotspot with the same settings.

hardt to say anything without the real error msg.. 

 

go into eventlog and check if you find any error msgs from wuausrv (update services) there.
