Tough book Touchpad issues

Can anybody help. I am using a Panasonic toughbook (CF19) for work and am having issues with the touchpad. Every app or program I have open scrolls randomly whenever I use the touchpad, no matter where I touch the pad. I know it has touchpad scrolling but I have no option in the windows 10 settings to turn this off. Is there any way to get rid of this pain.
