Non-stop lagging from only one computer... Help?

Howdy, so I've been having a lagging issue with my PC that isn't going away.

 

My partner and I have our PCs set up next to each other, and mine is the only computer with this issue (it's only the only device in the entire house with this problem too). Our router sits between our PCs. For over a year now, my games are laggy and YouTube/Netflix buffer off and on or won't load whatsoever- and with an Ethernet cable this issue is even worse, to the point that some programs won't even run. I've upgraded my setup completely in the past few months as well, with a new water-cooled PC, new monitor, completely new wires, etc., and the issue is still there. Running wifi diagnostics shows I have 980 mbs, but programs like Steam show 5mbs, and it takes me twice as long to download the same file as my partner on her PC.

 

I've talked to my internet provider to no avail, and I don't understand why this issue is still happening after I've replaced everything, reconnected everything, restarted the router, changed my computer settings, etc. Any advice on what to do??

Well if everything else works with your internet/router and you have upgraded hardware there seems to be only a software/OS possibility, when you upgraded hardware side did you keep the same drive with your Windows or new pc had new drive?  If you kept old drive and old windows then maybe try a fresh install of windows, failing that being the issue there seems little that would cause this exact same issue on 2 seperate pcs

I got a new everything when I got the new PC, including a new drive. I really thought it was an internet provider issue because of this (the full replacement/upgrade of hardware) but I can't tell, since it shows the internet is working at high speed.

try your pc in safe mode with networking and see if you get better results, if you do then you know it is something you have added, driver/software...did you test the speed before you started installing any games/software/updates you use etc
