Why are you so dead-set on noctua? That cooler is not sufficient for a 12600k. There are cheaper coolers made by other companies that will run laps around that thing, yet you want to spend $60 on a 65mm cooler because it is brown and says noctua on it? Frankly this $2000 PC could be like $1200 and still look really cool if you optimized it. I promise you noctua fans aren't really any quieter than arctic P12s/P14s or really any other fluid dynamic bearing or rifle bearing fans that pretty much everyone else uses. The whole brown fan thing being hipster cool is passe in 2023.
Another user I assisted earlier today got a system with a 13600k and a 4070ti (about double the framerate of this in most games) with a better PSU and a 2TB SSD for $300 less than your system and it still looked badass AF.
Don't take the fan out of your power supply. Cooler Master knows how to make a quiet fan, it'll be ok.
