GPU usage issues

My GF's pc is having gpu usage issues which is causing very low fps (from 30ish fps all the way down to 3 fps). Gpu usage will be in the 50-60% range in game menu's and as soon as you unpause the usage will drop to below 30%. I have tried multiple titles and mostly have the same results (one or two games would hit mid 80's on the gpu usage). The titles I'ved tried so far are Valheim, Timberborne, Cities Skylines & Stray. This problem appeared about a week ago. There were no driver or system updates done when this happened. The pc was dropped about a year ago. There was slight damage to the case but the pc ran fine since then until now.

I've done the following so far

1) Checked all cable and card connections inside the pc. all fans work.

2) updated all drives and pc updates.

3) reinstallled steam and games

4) checked cpu, ram usage and temps. Ram never got above 80% and cpu usage never got above 50%. All temps were comfortably below limits.

5) Ensured power profile set to performance.

6) updated the bios/uefi, cleared cmos and reset the xmp profile back to 3200

7) did a system reset of windows 10 (did the keep files option).

8) Re-installed steam, nvidia geforce experience and other apps that didn't make it through the reset.

I'm at a loss. If anyone could help me with what to look for next I'd definitely appreciate it.
