Don't go 2x8GB, DDR5 8GB is different, in short the performance of 2x8GB and 2x16GB is much worse due to the ICs limitation of 8GB sticks. 

If you can't go with 2x16GB DDR5, don't go with DDR5. 

You'd be better off with MSI Pro Z690-A WIFI, it's an excellent value board, and the board has BIOS flashback, you just need to prepare a usb drive formated to FAT32 and put the latest BIOS in it to update the BIOS without CPU.

Plenty of guides available. 

Prices are around the same range and at least it is a Z series board.

i wont trust my self whit a bios update and it can kill the board so pls no bios update

and im not going to overklock

Go with this one then, the budget could be reallocated to 2x16GB DDR5 6000 instead. Board doesn't improve performance (if the quality is decent) , but RAM does.

have a buget of 600 euros and need a termal paste and arctic freezer lga 1700 kit whit intel i5 13600kf so for me that will be 350 euros so 250 left cant find ddr 5 board whit ddr 5 for 250

i could go whit that board and this set of ram Kingston DDR5 FURY Beast 2x8GB 5200 but that will get me the MAX of the buget not more do that or just go for a ddr4 board whit my current ddr4 3200 mhz but the ddr 5 its like 40 cl and ddr4 that i now have is cl16 so the ddr 5 is slower in my buget

If you can't shell out a bit more, don't go with DDR5 5200. Freq is everything for DDR5, CL don't matter as much. 

DDR5 would give more performance for 13th gen, but not by much.
