Games, programs or workloads that it will be used for: Mostly games that I wasn't able to play before because my laptop was too weak (Cyberpunk 2077, Witcher 3, Forza Horizon 5, Deep Rock Galactic, modded Fallout 4 and Minecraft and some of the free games from epic games). 

Other details: 

I plan on buying all of the parts within 2 weeks from now.

My build mainly focuses on having no RGB as well as being all black.

My current monitor's resolution is 1080p 75Hz (I plan on upgrading to a 1440p 144Hz in the future).

The case and fans are from local brands so they aren't available on part picker. They cost $64.71 and $13.81 respectively.

I'm thinking about changing the cooler for something cheaper and downgrading memory to 3200mhz cl16 to save a bit of money (not sure if that's a good idea though).

There's no need for a windows license as I will use the one I have in my laptop(I will probably wipe it and keep it for when I can't take my pc with me so the I think I can suffer through the watermark).

Dunno if it's the case in Poland, but usually you can get AMD RX6700XT for less than a 3060Ti for equivalent performance

You should also try to get a 5600 non X, cheaper and having a stock cooler that's good enough

Or you could chuck in a bit more and try to reach for a 6750 XT or 6800 which compares to the 3070 ti or 3080 (I also do not know the situation in Poland, so this is not guaranteed)

6700 xt is either $40 more Asus Dual which doesn't fit the all black no rgb aesthetic or Power Color for $100 more.
There is also a possibility of buying a used gpu. 6700 xt go for around $130 less than the 3060ti I chose. Used 6800 go for $30 more than the 3060ti.
I was also thinking about getting the non x version together with a520m board (same as the b550m in the build) since I don't think I will be overclocking anything.

6750 xt is overpriced a lot / not available in most places and rx 6800 is mostly 2x the 3060ti. My idea is to buy a used 6700 xt or 6800 for around the same price as 3060ti.

The biggest problem is that it's all from Amazon.com which means shipping over the ocean and that would make the much higher. For Poland you usually use Amazon.pl

I won't get a a520 board, they're usually just bad, b550 is the way to go with 5600 chips

This drive is SATA, so look for one that is PCI or NVMe to get better performance out of your M.2 slot.

This is a bit of a risk. Never cheap out on a PSU, and I haven't heard of Apex Gaming. Also their 750W version doesn't have great reviews, so I doubt this one is much better.

It's also possible to get a 3070 or 3070 ti in the new 3060ti price range 

The CPU and GPU combo is fine with little to no bottlenecks present, don't underestimate the power of an AMD CPU!

 

If you find a 3060 ti used for the price of a 6700 XT, go with the 3060 ti for better drivers and features, but if you find a 6800, go with that.

there's someone selling 3070ti's for 1900 zł ($400). He says they were installed in a mining rig for a client who never took the order (because mining was no longer profitable).
It's the msi ventus with 3 fans.

They weren't mined on. They were just installed in the rig and the guy who made it was supposed to send it to the buyer but the order was canceled. From what it seems he's very pissed off and he wants to get at least some money back quickly by selling them for cheap
There's also a zotac version of a 3070ti for $442(+box) or $410(just in sealed packaging).
