No Display from GPU or iGPU

Yeah I do believe it's either a fake card or a non-functional pre-production model. There are too many red flags with it, it would be much better for you to take it into a professional to test it. 

I have a problem card. A 3060 Ti with engraving on the back, labeling it as a 3070. It also has a green sticker that says something along the lines of "For development purposes only. Do not sell." Being the arrogant kind, I thought it would be fine to use. I recieved it in an HP prebuilt (TG01-2170M), which came with a Ryzen 3 5300G and 32 GB of RAM. The GPU gave no display when I tried to use it, but the iGPU did. I chocked this up to it receiving too little power, as the PSU didn't have enough wattage to support it.

 

Later, on this day, I tried to assemble a PC with it. Again, the GPU gave no display, but the iGPU didn't as well. The GPU and CPU fans were spinning, though. I'm unsure if it POSTed or not, but it didn't reach the OS. I tried updating the BIOS, as well as using DDU, but neither yielded any result. I used two other GPUs on both PCs (GTX 1060, R7 260X), and both worked without major issue. In my attempts to solve this, I've found nothing quite like the situation I have.

 

The specs of the second PC goes as follows:
-Windows 10 (64 bit)
-RTX 3060 Ti
-Ryzen 5 2400G (stand-in for a 5600X)
-Gigabyte Aorus B450 Elite (rev x.1) (uses latest BIOS version)
-Gigabyte GC-WB867D-I
-Corsair HX650W
-Kioxia KXG60ZNV256G
-Hynix S31 Gold
-Random, 3TB HDD

 

Is there hope? Are there solutions?

Sounds like either a fake card or that it's dead. Can you post pictures of it?

Hmm, that cooler is a little off, the fans are weird and the lettering for the RTX logo and stuff is off compared to where it should be. I'd say test it in another PC, it's like a founders edition pre-production model maybe? Or it's a placeholder card that isn't actually functional. Seems pretty weird tbh, and I can't tell you for sure exactly what it is. You're current desktop iGPU probably isn't working due to the card being installed unless you tried it with the card out of the system too? But I'd try booting into the new desktop with the GPU removed and see if the iGPU works then.

The iGPU does indeed work without the card.

Yeah the card looks sus. I would rip the shroud off of it and look at the chip sets to make sure everything is actually there. If this is a fake it looks really dang close to the real deal. As others have mentioned, the fans are a hair off and some of the coloration looks a bit off (but that could just be the phone camera making it look that way). 

Small warning though if you rip the shroud and cooler off you will need to replace the thermal paste and possibly the pads. 

Did you turn it off and back on again?

I unfortunately exhausted my thermal paste supply and have no pads. Perhaps there's another way?

If you have a MicroCenter or similar store near by you can take it to them for hardware testing. In any case, where did you even get the card from?

Did you turn it off and back on again?

Yeah in this instance I would just go to a pro shop and get the card tested. Sooner the better so you can get your money back in the instance this card is bunk. 650W is a little low for a 3070, but if you get the card tested you can at least know if its your system or the card itself.
