Yes. AFAIK Rust is CPU bound (mostly single core) and the R7 2700 is pretty measly on single core performance. Tis why there was little improvement from upgrading the GPU. A 5000 series chip should be a drop-in upgrade with a simple BIOS update (check the supported CPUs list for your motherboard to confirm). I'd shoot for a 5600X or higher for a good improvement over the 2700. 

Hello, my problem is with the game rust and my pc. MY specs are rtx 3060, ryzen 7 2700, 32 gb ram. I just recently upgraded my cpu from a 2060 hoping to get at least 80 fps compared to the 45 I was getting, and was unpleasantly shocked to see that I am only getting 50 fps. I run the game in the lowest possible settings on 1080p. What could be my problem.

From everything I've heard, Rust is unoptimized and likes single-core CPU performance like a game from 15 years ago. The relatively lackluster performance of the Ryzen 2700 in that regard, combined with the low resolution you play at, means that the GPU upgrade didn't really do anything for you. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Yep! If you wanted to max out for platform for gaming a 5800X3D would be better in any titles that take advantage of the larger cache, but that's about it. The normal 5800X should already be a very noticeable upgrade over the 2700.
