My CPU is overheating

Thermalright Peerless Assassin 120 SE
 

is a rockstar of a cooler for the 40$ range.

 

Or for a GREAT air cooler, in the 65-75$ Range
DeepCool AK-620

or

Dark Rock Pro 4

What cooler?

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

99C idle => cooler don't work like at all !!

Well that's a 120mm AIO which is pointless and an incredibly poor choice for a 9900k, but as @PDifolco based on your description of the cooler basically isn't functioning at all.

Instead of PA120 I would go for FC140.
