overheating My CPU is overheating

I have a i9 9900k and it keeps overheating even when its idle (99c). I have changed the thermal paste as I hadn't for a while however it is still overheating. How can figure what the problem is? or will it just be my cooler?

99C idle => cooler don't work like at all !!

Check the cooler connection, make sure there is enough pressure applied to the cpu. Don't over-apply the thermal paste.

Is the pump actually even running?

 

That's not a good cooler for a 9900K, but it should do better than 99c idle!

Well that's a 120mm AIO which is pointless and an incredibly poor choice for a 9900k, but as @PDifolco based on your description of the cooler basically isn't functioning at all.

touch the CPU Block, do you feel vibrations?

Or check the BIOS and see if you're getting any RPM Readings from that header

The bios says its running at 1300 rpm and the temp is slowly decreasing in bios

nzxt h510 i know this isnt the best of choices. What would be a good yet cheap cooler to buy

Thermalright Peerless Assassin 120 SE
 

is a rockstar of a cooler for the 40$ range.

 

Or for a GREAT air cooler, in the 65-75$ Range
DeepCool AK-620

or

Yes they both do.  That case has a 165mm clearance, which I think covers all air coolers.

Instead of PA120 I would go for FC140.
