3090 under 600$. Scam??

I bought a used 3090 for 600$, its was a mining card before and works, my problem is it never bost higher than 1395 which is the base clock, the heat sink was removed before and the gpu is thermal throttling after assembly, so should i return it?  I still have the warranty. 

NOTE : The gpu has some black residue in the heat sink so i think the system was burned.

Can you clean the heatsink?

Is there any thermal paste on the card?

I don't know and i am not at the level of removing the heat sink

I mean that cooler was absolutly wrongly installed and it's basically running itself to death so yeah return it.

 

Or you take a risk and do a proper reapply of the thermal paste, new CORRECT thermal pads and a good cleaning.

Then don't ever buy used gpu's. Since 95% of them need a repaste.

It will cost me more and also i cane return it and search for a better one for 700$

I smelled burned electronics when i started my pc so i will return it because idk if the damage is permanent
