Looking to build a server for [Heavily] Modded Minecraft

PT_Cruisin

Budget (including currency): TBD

Country: USA

Games, programs or workloads that it will be used for: [Heavily] Modded Minecraft Server, Plex, NAS

I want to build a server that can handle a heavily modded mc server for 3-5 people. It needs to be able to handle mod packs with 250+ mods, with 3-5 players active at a time. I would also like to use it for Plex and have it act as a NAS as well, but those are soft requirements.

I am open to using both consumer and commercial grade equipment. I have access to a 1gb lan connection, so networking is not an issue in this build. What cpu would you choose for this build?

i3 12100 or i5 12400. Depends on whether minecraft will scale across more cores when hosting for more users (I rarely run it and have never run a server so I'm not sure if it does or not).

sorta?

multi threading doesn't work for some mods (in my experience) and you want to use paper mc for better multithreading btw
