Graphics Card is not using full utilization

After further testing with the wattage coming from my board. My motherboard was bad!

So I have an RTX 2060 (6GB) with a Ryzen 7 2700 (3.2GHz), 32 GB ram (3200 MHz), gigabyte b450m v2, windows 11, 750watt ps

 

When I am playing certain games, my graphics card is not being full utilized. For instance if I play multiplayer on the new call of duty, it runs fine at 120fps but I am only using 70% of the card. And if I go to warzone it will only use 60% of the card and get like 80fps. The biggest set back is trying to play rust where it uses around 40% of the card and I get like 40fps. 

 

Things I have done:

  1. reset, uninstalled/reinstalled, and clean wiped all graphics drivers. 
  2. did a clean install of windows(full drive wipe) 
  3. redownloaded games
  4. ran cmd scans to fix files. 

 

The only other useful information i can think of is i was rocking a 1650 super(that i still have in my closet) before switching. And the 2060 is my buddy's out of a prebuilt MSI system (so its a weird one with just one fan, definitely made with that build in mind) 

 

I should also mention that my cpu ultilization is rather low too

What's the per core utilization, not overall? That's an 8 core CPU. If a game only uses 4 cores, you'll see 50% utilization but still be held back by your CPU and it sounds like games that use more CPU give you less FPS.

Is there a good way to see that? Ryzen master will not open on my computer since going to windows 11.

Task Manager>More details> Performance> Right click CPU graph and change to show logical processor.

Hwinfo64 will also show and is a very useful utility all around though.

You've got something reporting wrong. Did you upgrade to W10 from W11 or do a fresh install of W11?

Run Hwinfo 64 in sensors only mode. What does it report while you're playing rust?

And at first i upgraded, but now that I have done clean starts too. But also i was on 11 with the 1650 super as well and had none of these happen

There will be a section for the CPU, first in that will be temps and voltages, just under that you'll see a section for utilization.

I'm not at my personal computer so I'm having to grab screenshots from online.

Warzone is known to have optimization issues, but seems like it's using as much of 4 cores as it can. I'm assuming you're playing at 1080p. The reason you're seeing low utilization with the 2060 is it being a much more powerful gpu than the 1650 and the 2700's single core performance can't keep up.

I don't think a R7 2700 should be that far behind the 2060 though. Are you using XMP? What storage are your games on? SSD? HDD? M.2?

The voltage seems low on the CPU.

I am using XMP, and I am storing them on a Crucial Sata SSD, i have switched it over to my nvme ssd as well and gotten the same results.

 

And should I try overclocking the CPU, or would you suggest I get a new one all together? And here is the stuff from the motherboard. That is sitting at idle though

CPU temperatures under load?

 

Look, a 5700X or even a 5600 would be huge performance upgrades for you. But the 2700 should be able to feed the RTX 2060.

 

Are you perhaps using some tweaks, optimizations, low power power profiles etc?

well i did play warzone (even though I hate shooters,  its about as bad as i expected but i digress...) and i cannot confirm this, its been using all cores of my 3600 nicely,  most of the time around 80% or so, never quite 100 (and i mean per core/thread) so it was definitely really close to bottlenecking,  but not quite. 

 

also weird phenomenon... some settings,  like anisotropic filtering (iirc) actually improved performance when set to high / max... i suppose that just pushed the gpu more and thus improved fps / consistency quite a bit...

 

But, either way is it me or is OPs cpu not boosting?  i looked it up should be 4.1ghz... my 3600 definitely went close to max boost often* (on a few cores, selectively)  its a crazy little guy (also used to draw like 115w often with pbo/undervolt/frequency offset) but OPs 2700 is just sitting at ~3.3ghz... that cant be right??

 

 

*as is my 5800x3d... its just a Ryzen thing , they like to boost random cores a lot! (mine even does the full 4.550 mhz on several cores often)

It usually will not go above 65C.

How would one make it boost

Try disabling MultiPlane Overlay MPO in Windows.

Update your drivers using IOBit Driver Booster.

 

If a GPU is underutilized - it's usually bottlenecked by the CPU.

Try increasing your details, resolution - if the performance stays the same, you know the cause.,

I haven't messed with Ryzen very much past my 5800x. Seems they're not getting boost or full voltage. Which is the chicken and which is the egg?

I'm not actually trying to be as grumpy as it seems.
