Budget (including currency): 

Country: Canada trying to stay below $1000

Games, programs or workloads that it will be used for: games with mods like ark I would also like to start getting into YouTube so I would want to be able to record/stream 

Other details looking for advice on where to start

$50 over, but definitely worth it.  You'd be sacrificing a lot to get under $1000:

  • PCIe 4.0 on everything
  • Solid PSU you'd never have to worry about with plenty of headroom.  You could get a slightly cheaper PSU, but you'd be sacrificing a lot of quality.  The 650w version of this PSU (InWin P65) is $10 less, but it's still $90 so you may as well get the 750w version (InWin P75) for $100, as it'll be more efficient and allow for easier overclocking.
  • Very fast GPU that would easily play everything on ultra.  If you got a 6700xt used you might be able to get the total cost under $1000, but nothing else is really worth buying used.  eBay Canada didn't seem to have any good deals, but facebook or craigslist might be your friend.
  • No wifi on the motherboard, but the WiFi boards were all way more expensive.  If you need WiFi, you can just use an adapter it's totally fine.
  • Stylish case with moderate airflow and plenty of cool RGB included.  This helps with budget a lot.  People might not like the front panel, but I can tell you my husband has this case with a 12600k and a 6700xt and it gets plenty of airflow.  His temps are fine.
  • You could get rid of the aftermarket cooler I added and just use the stock cooler included with the CPU, but for $30 it'll give you better boost speeds and keep your system much quieter.

For this reason you would probably be better off with an Nvidia GPU rather than an AMD one. I can only manage to fit a 3060 into your budget when buying brand new, but if you are willing to buy seccond hand you should be able to get a better GPU within your budget (a 3060ti or 3070) which would be much more capable, especially if you plan on playing at 1440p or higher.

 

Other than that id fully reccomend the build posted above by Queen Chrysalis (worth noting that if you dont like the design of the case they have chosen, something like the NZXT H510 or one of its variants can be had for a simmilar price, so it really just depends on which case you like the look of)

 

Edit: Also you could drop the CPU down from a 5600 to a 5500. you would loose PCIE gen4, as well as half the L3 cache and some clock speeds but its still an excellent CPU for your budget and its about 25% cheaper, which is enough to get your build down to under $1000

Key words here are 'getting into'.  This is a gaming PC first and foremost.  When someone is new to content creation, it'll likely be years before the kind of editing that one would rather have an Nvidia GPU for would even be considered, and that's if OP sticks with it and continues to edit at a higher and higher level.  I would not sacrifice 40% of one's framerate on an inkling of getting into video editing, especially when with a 5600 and a 6700xt, the computer will still be able to produce high quality content very easily, just with slower exports.  The 3060 would be better, but we're not talking about someone doing professional work 8 hours a day, where cutting render time in half is really worth sacrificing that much framerate in game, which is the primary purpose of the PC.  Plenty of youtubers make excellent content on dual-core laptops with an iGPU, only really high-end stuff really justifies going all-in on an editing focus for your parts list.
