Okay, so I've been using this PC for 1 year now, I didn't really cared about the performance untill now.

System contains:

Motherboard: ARrock ZH77 pro3
GPU: EVGA GeForce GTX660ti
CPU: intel i5 3750k (Ivy Bridge) quadcore @ 3.4GHz
Powersupply: 480W be quiet!
HDD: Western Digital 1TB
CPU cooling: standard one

RAM: 2x8GB lost the packages but I think it was some XMR stuff
Case: zalman z11 plus midi
OS: Windows 7 Home Premium Service Pack 1

Also CPU cores are at 40°C when Osu!, Firefox,LoLClient is open
GPU °C is around 38°C

So as I remember when I built my PC it didn't want to start, which was caused by a "short circuit" (my english isn't the best).

The "short circuit" was caused by 4pins of the 24pins power connector. When I pulled the 4pins out everything worked perfectly, but when I connect it back, my pc "short circuits".

The problems that I have are simply:

When I try to record League of Legends with fraps/Nvidiarecorder my fps drop to 55~ and I get huge lag spikes.

When I try to stream everything lags very bad even when I move windows you can see their path (you probably have seen this before).

Notes:

I've ran several Virus Scans, I don't seem to be infected.

Friends that also have the GTX 660ti can stream without any problems. Back then I paid around 800Euro (including Monitour, speakers etc.) so I can't just let it be.

Any advice?

Its most likely because your using only one hard drive and the hard drive is a traditional drive not a SSD.

Recording footage takes a toll on your HDD.

Yes I got only 1 HDD with 1 Partition. 8y1Ft.png

So you mean LoL lags when you do a live stream? Like, twitch ot something similar? In this case it might be your internet connection.

Not only when I livestream, but when I record it.

I got 100Mbits Down/10Up

Try recordinh something other than LoL and see if the problem persists.

Also go to resources monitor in the task manager and see which process is causing the spikes

^This, if you really need to record, invest in an SSD, a good 120GB should only run you the equivalent of 80-90 USD (~60 Euros)

How CPU temps when LoL is running? Overheating could be issue here. Also PSU might be bit underpowered but thats more personal opinion :) I changed from 430W to 675W when I got GTX560Ti.

could be a low speed HD, if its not 7200rpm or higher that could cause issues. older versions of fraps ive noticed dont always like full screen games. so consider updating if you havent already.  fps drop while streaming could be caused by just about anything from internet speeds to simply the wrong settings on w/e program you're using to stream.
