Affordable Horizontal Case Options?

I have been looking to help my nephew upgrade his PC but he has some unique restrictions that are make a standard veritable oriented tower not an option. 

Because of his health he has to spend most of his time in a hospital style bed. His pc sits at the foot of the bed with the monitor on top of it and a keyboard and mouse he can pull toward him on like a rolling lap desk. Because of the limited space he has this console style setup for his PC is all that will work.
 

He currently has a vertically oriented case just turned on its side, the case has to go to fit the graphics card I’m giving him because it has a riveted in hard drive cage. I’d take a grinder to it to get it working but honestly it’s ugly as sin and seriously 20 years old. It’s time to bring it to the farm.
 

I was hoping to help him upgrade but a lot of horizontal style cases are pretty expensive. I was looking for something sub $80(usd) and was trying to keep my eyes out for something. Any suggestions on models to keep a lookout for?

 

His mobo is micro atx sized.

Rather than having the PC on the bed, why can't he put it in the floor, with a 2m DP or HDMI cable for the monitor, and wireless KB/M ?

It'll be much more practical, wireless KB/M are available for as few as $30 (not the best ones but yet)

It’s on a tv stand at the foot of his bed now. He needs it there mostly so he can easily turn it on from the bed. He can’t put it next the bed because he has frequent seizures and it would be a hazard to have something he could fall on top of. Under the bed won’t work because it’s a hospital bed that has mechanisms and stuff under it for adjustment between sitting up and laying down.  
 

I’m sure I could find another solution that would would work that is different than what he has now but honestly horizontal orientation at the foot of his bed is what would work best without like wall mounting it or something crazy. I wish I was made of cash and could afford to get him like a roll cage style set up like one of those gamer pods but there’s no way.

Yea, I thought the power button is one of the reason why the PC case is where it is. Then I remembered these stuffs gets suggested sometimes.
I never used them, been wanting one for a long time though, living in SE-Asia and the silverstone ones isn't sold here, and shipping fee from other country is a @%@^$#

If you can make it work, you can set the PC case somewhere else in his sight, so he can see all the glory inside his PC (if you get him a tempered glass one anyway).
