Judging by your answer it is safe to assume you managed to remove the battery? Voltage coming out of the charger so it is either something internal inside the laptop or the charging port may be bad, methinks.

Maybe there's a physical switch on the power supply?

Are all power connectors secured on the motherboard?

Were you using it and it stopped working?

Well the charge port is connected to the laptop 

And the power button is aswell
