I can't find the manual for your motherboard, but it seems like it's a cut down version of a Z370 Pro4 used only in some prebuilts.
AFAIK the Pro4 doesn't have RGB or ARGB header

my motherboard does have a 3 pin connector like this (taken from the case link) that im using for the rgb in my aio cooler so i tried plugging the aio into the hub for the case and the case to pins on the motherboard but also nothing happened.

so I actually have his old case as well and his case used a 4 pin connector that went into rgb spot marker on the on the motherboard and my case is a 3 pin. uses the same plug style but has a hole covered. would i be able to poke the covered hole open and put it in there? i know it probably doesnt work like that lol.

Take a pic of the RGB header on your motherboard.

If the 4pin connector have 4 wires on it, then it's a 12v RGB
3pin ones are ARGB, it works only with 5v.
You cannot mix & match them without a special kind of converter.
