i have a EVGA 450WATT PSU in n old rig, newer PSU left over when my son got my 1080ti and i put a 650 in his..

Now i have a couple of young kids coming around (to game with my son), and one has no gaming station, so wanted to built him a small one. so found a Cheap 5700XT TUF (240watt´ish) and a 4790k (roughly 80watt) which is 320watt, then 2 SSD´s and 5 fans (5 140mm (2 of them on the 34 Esport AC cooler).. and 4 Ram moduls (4x8gb sticks)

So "rough" calculations says i am running below 400watt, i KNOW it is close, but it is a "decent PSU" and to be honest, i can make this work for cheap..

Should i spring the money for a 650... or should this not be good enough.. i can under volt the CPU a bit, and run a tighter powercurve on the card maybe. a 5700XT should be "okay" for 1080p

I'm no expert but that seems ok to me. If the PC will shut down randomly then you will know it's not enough power as the gpu might have some power spikes sometimes. If you already have the 450w one on your hands, try using it, but if you can afford it, I would suggest using a 500w or 650w one. Also undervolting the cpu or gpu is a good option if you don't wanna spend more money on a PSU.

I wouldn't rely on that 80watt figure for the 4790k as it will exceed that when turboing. My 12700 for instance is classified as 65 watts but you will be running at 100+ most of the time in games, sometimes even 165-180 watts when at full tilt. So it'll work but it'll be might tighter than you think. Plus you have to factor in some degradation in peak performance when using an older PSU.

It will be okay as long as you plan on undervolting the GPU a little.
