Black screen . Restart fixes problem

Hello. So my problem started after upgrading my GPU , went from an GTX1080 to an RX 6800XT. First problem was that I had Black bars on half of the screen  ,even in bios , after updating my GPU bios to latest version the black bars went away. 

Now whenever I shut down my pc and then turning it on ,I can enter Bios no problem , Windows loads with the dots doing circles and theeeeeen I get a black screen ... Windows is responsive , tried windows+ctrl+shit+B , heard the beep , but the screen is still black , the monitor stays on ( doesn`t go to standby , so it`s getting signal ). If I restart then then I can get into windows , no black screen.

 

Fresh copy of windows 

All drivers up to date 

Pc works flawless , gaming etc. no high temps

Fast Boot is disabled

RAM : Corsair Vengeance RGB PRO 16GB(2x8GB) DDR4 3600MHz CL16 Dual Channel Kit

GPU : Asus TUF RX 6800XT

PSU: Corsair RM750i - 750W

SSD: Samsung 970 evo plus 512gb

HDD 1 , 2 ,3 : 1TB + 1TB + 2TB

OS: Windows 10 64bit

could be a dead/ dying gpu could u return it. have you tried resetting cmos
