Questions about Server Hosting for A "Twitch Plays" Type Game

Hello all,

 

My goal is to set up a Twitch Plays type setup where a game will be running, chat can type in a command, and then the game responds. It's a simple 2D game, and relies entirely on software being drawn, so it isn't GPU heavy.

Most of the games that I do will be RPG Maker-esque in nature, so not really processor intensive. 

 

So right now, I have all of the software configured correctly. However I'm experiencing two issues:

 

1.) The latency from chat to broadcaster is a bit too high to be enjoyable.

2.)  I'm starting to get throttled by my ISP after just having it run for two days. Apparently they do not like people long streaming!

 

So my question is: Is there a dedicated server set up where I can plop the OBS, the game, the bot for receiving commands and just have it run 24/7 from there? I've looked into linode but honestly I'm not sure where to start and I would appreciate some direction on this. Any ideas on how best to set this up without breaking the bank would be appreciated! So yeah, you can rent a server (like a VPS) or you can spin up a cloud servers depending on your needs. 

The good thing about a cloud server is you could spin it up just when you're streaming to save cost.
