Games, programs or workloads that it will be used for: The most graphically intensive stuff I can think of will be either high res pictures / videos since my mom is into taking pictures and drawing (she might want to try digital drawing as well since she likes painting and seems interested in my sisters digital drawings) or playing solitaire. 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): It's a pc for my parents. They will mostly use it for emails and such other standard desk things I guess. They have peripherals already and use 2 1080p monitors which are alright quality I think. ( I don't know any of the brands, can ask for them if it matters) Their current PC is so old it freezes from moving the mouse so I don't think any of the old parts will be reused. Planning to buy as soon as I know what to buy. The main things I need is for it to be smooth in use and to stay smoothly useable for as long as possible

u may as well use the stock cooler. they r not going to putting that cpu under sustaned load

True. The aftermarket cooler is just to reduce noise level.
