Im planning to upgrade my motherboard and I was wandering if I need to buy a new windows OS???

Unless it's the same motherboard, yes.

 

You do not need to buy a new os, uninstalling the current one should allow you to use the same product code to re-install

You'd only need to buy a new OS if your current OS was an OEM version which would be tied to the motherboard but as long as you have a 'retail' copy of the OS you'll be fine.

what do you mean by "retail" copy? Is it the Disk?

nope, disc copies can come in both retail and OEM types. OEM licenses are limited, where as full retail copies are able to be transferred. The difference is usually that retail copies come in an actual box where as OEMs are usually shrink wrapped. Also the serial number will say OEM product on the label if it's OEM.
