however I have upgraded it with an ssd with the kingston a400 and a crucial ssd. 

I also added a new 16gb kit of 2x8gb ram from crucial ballistix 3200mhz 

 

So now the problems, my gpu runs at 900mhz for some reason and that dips which I dont think is supposed to my cpu is at 100% some of the times like in games such as fortnite and rainbow six siege and runs at 3.6ghz. 

On fortnite an easy to run game my fps can range from 60-90 however this doesnt stay for long and it dips ALOT. It dips to around 30 as frequently as every 3 seconds. I am not sure what to do and am running out of options and I cannot upgrade anything as I am getting a new pc next year. Is there any fix or even is there anyway to reduce the dips in gpu frequency and fps that I have.

Do you have an integrated GPU on that ? Ryzen 3 model not specified. Turn it off in Bios if it's the Radeon Vega.

Turn off "green" features in Bios also, for the CPU.

Since 2014 Microsoft took control of GPU switch from the hands of users, so it must be done in Bios.

I have a Hp pc so I cannot change anything in my bios
