I think that sounds like coil whine yeah. it changes with load/fps and doesn't happen at idle which is all telltale coil whine. Unfortunately there's nothing you can do to eliminate it other than maybe try to avoid the FPS range where it is the worst. Usually its worse at higher FPS range. My card is a 2080 super and it has it at anything above 60 fps
