So simply put I had a set of ripjaws 2 x 8gb 3200 running with D.O.C.P(xmp) on 3200MHz running perfectly fine, but I bought and installed 2 sets of 2 x 8gb Corsair Vengeance LPX 3200MHz. The issue is that when I went to bios to turn on D.O.C.P, it was already set to 3200mhz, but no matter what I tried it kept on staying at the base speed of 2133 Mhz.

Here is a list of issues to make it easier since my grammar kind of bad.

-PC Turned on and off like 4 times before going to screen saying Memory settings have been reset due to failure to boot(sometimes, but this one time it worked after I exited bios?)
- Ram stuck at 2133

-On Bios it displayed Target Dram Frequency at 3200MHz, but it always stays at 2133MHz

Things I have tried

-tested all ram sticks one at a time to check for faulty stick, but booted fine every time 1 stick at a time<---Basically all sticks seemed to run fine
-Updated bios to latest version in Bios using ASUS EZ flash 3 Utility
-reseting Bios to default and trying D.O.C.P standard again at 3200 MHZ
-Old ram stuck at 2133MHz as well after putting it in again

Ram-(Old Set- G.Skill Ripjaws V 2 x 8GB)(New set- 2 sets of Corsair Vengenance LPX 2 x 8gb)
SSD-Samsung 980 m.2

4x kits on 1st or 2nd Gen ryzen is a bad choice. They had issues with that. 2ndly corsair vengeance for whatever reason seemed to have lots of problems as well in early ryzen chips. Seems you have a double whammy here.

Well thats not great, alright guess I will return the 2 kits of corsair ram, but what about the issue of my original ram kit not returning back to 3200Mhz?
